最近有2，3个在 WTC 念书的学生，申请 working viza 被 refused 了，原因是Winnipeg Technical College 不属于immigration organized 的 institutions. 文字 大部分的学生都是听说这个学校是公立的学校才去念的书，更多的是中介骗去的，但是大家都没有意识到这个学校原本的情况。给alberta的移民局打电话，officer说据签的理由是：“WinnipegTechnical College is not a public funded school." 由学校的 Diector of Student Services, Marilyn Fraser亲口承认说:"we are a public school, but we are preparing the proposal in order to put our school on the list." 所以 immigration officer 才会给拒签的。

请大家查询左手边的"featured items"里面的"post-secondary institutions in Manitoba",进去以后点击"Vocational/Technical Training Institutions"，第一个就是WTC的简介，写得很清楚。
学生专门去了 the johnson terminal 的immigration office 查询，其中的一个 offier 给的信息却是:"only the students who holding a 'degree' or a 'diploma' can apply for post-graduation working permit， but not a 'certificare'."

这个是针对留学生的移民法，点击FW1，在page 40-41写得很清楚：
C.Post-graduation employment, C43
- The student must have graduated from a program at a post-secondary institution

- Whether the student received a 'degree', a 'diploma' or a 'certificate' is not an issue. Howver, they must have completed and passed their course of study or program, and the full-time program of study must have been for a duration of at least 8 months.

关键是自己投钱申请上 WTC 的同学们要注意了！！！
你们在申请工签的时候，一定要去 office 找学校给你开一份信件，内容必须包括：
- what kind of program you have taken
- how long is the program
- when you graduated
- a prove that WTC is a PUBLICLY FUNDED TECHNICAL SCHOOL,and it's also a post-secondary school
格式方面不用担心，学校有人会给你提供你需要的信息的。
另外要说明的是，在申请的时候，一切你的ｔｒａｎｓｃｒｉｐｔ，ｊｏｂ ｏｆｆｅｒ，ａｎｄ ｃｅｒｔｉｆｉｃａｔｅ都要使原本，一定要学校给开毕业证明，因为你没有理由把你的ｃｅｒｔｉｆｉｃａｔｅ寄到移民局那边去吧？！
